  Panjin Liaodong Bay New Area, which is formerly known as Liaobin Coastal Economic Zone, is situated in the south of Panjin City, on the northeast part of Liaodong Bay, in the right beach of the estuary of Daliao River and is separated by the river with Yingkou City, the second largest port city in northeast China, on the south. The New Area occupies along the river, connects the urban area and is close to the sea and port. The planned area of the New Area is 306 square kilometers, among which the planned port area is 60 square kilometers, the planned industrial park area is 110 square kilometers, the planned urban area is 120 square kilometers, the area of Weize Ecological Park is 4 square kilometers and the water area of Daliao River is 12 square kilometers. There are totally 3 streets, including Rongxing, Rongbin and Erjiegou, and Tianzhuangtai Town under its jurisdiction. The New Area is the important carrier for the strategy of ‘Development toward sea, full transformation and strengthening the city through the port development and is also the important window of the open-up of Panjin City. As the central node of Liaoning Coastal Economic Belt, the New Area is the only new urban area planned and constructed as per the standard of medium-sized coastal city in the coastal development and open-up strategies of Liaoning. It also enjoys the title of ‘the biggest economic zone’ in the coastal development and open-up strategies of Liaoning.

  The construction of the New Area was firstly started in December, 2005 and it was included as the key coastal development zone of Liaoning province in June, 2006. The New Area was established as comprehensive reform pilot area of Liaoning province by the provincial government in October, 2010 after the development and construction of Liaoning Coastal Economic Belt are upgraded to national strategy in July, 2009. It was upgraded to provincial economic development zone in April, 2011 and was renamed as Liaodong Bay New Area in January, 2012 as per the official reply from the provincial government. The New Area was approved by Ministry of Industry and Information Technology as national industry demonstration base for new industrialization (the petrochemical industry) in that February. It was promoted to national economic and technological development zone in January, 2013.

  Focusing around the constructions of port area, port-neighboring industrial area and Liaobin water town, the New Area has raised the investment increasingly and improved the urban service function through scientific planning and orderly development. The New Area has realized an accumulative regional GDP amount to 57.5 billion Yuan in 2005-2016 with an average annual increase of 46.5%. An accumulative amount of 177.8 billion Yuan in fixed assets investment with an average annual increase of 35% has been achieved. An accumulative amount to 10.06 billion Yuan has been realized in financial revenue with an average annual increase of 107.2%. The realized accumulative amount of foreign investment in actual use has achieved 2.4 billion dollars.

  Totally 370 kilometers of trunk and second trunk roads, 81 large or middle and small bridges or culverts have been built in the New Area and ‘Three horizontal Fourteen Vertical road network has been formed in an all-round way. A reclamation area of 72.1 square kilometers has been implemented and about 16 square kilometers of earthwork have been cleared and leveled. The development space of the New Area has been broadened further. Two 220KV transformer stations and twelve 66KV transformer stations have been constructed and two 66KV transformer stations are under construction. Totally 330 kilometers of electric power lines have been laid and the power supply in the New Area has been guaranteed effectively. 870 kilometers of network of pipesfor drainage, heating supply and gas supply have been laid in the New Area. 17 drainage pumping plants for rain and sewage have been built. One water purification plant with processing capacity of 120,000 tons and one industrial wastewater treatment plant with a daily sewage treatment capacity of 30,000 tons have been constructed and the municipal wastewater treatment plant with processing capacity of 10,000 tons is expected to be completed and put into use in later August this year. Two transmission substations and one industrial gas station have been built. Benefited from the completion of the 120 telecommunication base stations, the communication signals in the New Area can be guaranteed without dead-zone. The greening in main streets and both side of the main roads in the New Area has been covered after 8.1 million square meters of greening area are completed.

  Dalian University of Technology Panjin Campus with an accommodation of 16,000 students, new campus of Panjin Vocational and Technical College with an accommodation of about 10,000 teachers and students and branch school of Provincial Experimental School with an accommodation of 5,000 teachers and students have been put into use after completion. The constructions of experimental kindergarten for the new area, experimental primary school and Panjin base of education for all-around development of students in primary and middle school are speeding up. A relatively complete national educational system has been basically in place. With the opening of Panjin People’s Hospital, the hospital will be taken as the lead and the grass-roots healthcare centers and rooms as the basis to accelerate the building of a new medical service order composed of initial diagnosis at grass-roots, diagnosis and treatment according to different disease grades and two-way transfer of patients. The urban planning museum and red beach sports center have been built and put into use. The wetland museum, grand theatre, science museum, library, youth palace, etc. are about to be completed. The city functions have been basically sound.

The accumulative investment of Panjin new port has reached 27 billion Yuan. Sixteen 50, 000-ton berths (15 in east port area and one in west port area), two railway logistics bases (Jinbowan logistics and Shentie comprehensive logistics) and two stations dedicated for freight transport (Panjin port station and Binhai station) have been built successively. Ten 50,000-100,000-ton berths are under construction. The constructions of 300,000-ton berth project and 250,000-ton navigation project have started comprehensively. The project construction of the chemical dock (303#) for Chang Chun Petrochemical, 321# dock for Union Logistics Co., Ltd., and 322# dock have been impelled as scheduled. There will be 25 berths with 50,000-ton capacity or above in Panjin port at the end of 2017 and the throughput capacity of the port will reach 60 million tons. To realize the goal of hundred-million-ton port, totally 30 berths with 50,000-ton capacity or above are planned to be built in 2020.

The New Area has accelerated the cultivation and expanding of the leading enterprises by making full use of the resources advantage, port advantage, location advantage and policy advantage. We have focused on the introduction of key projects with strong traction and captured especially the opportunity of Taiwan petrochemical industry transfer. The investment promotion to Taiwan has been strengthened and a series of famous Taiwan-funded enterprises, such as Taiwan Changchun Petrochemical, Taiwan UPC, have been successfully introduced to the New Area, which has accelerated the construction of demonstrative base for the cross-straits cooperation. An industry development pattern with petrochemical and fine chemical industries and marine engineering equipment manufacturing as its leading industries, port logistics industry as its supporting and new industry as supplementary has been formed currently in the New Area.
